I say "yes" to the SKS w/ breakaway stays. They have saved me more than once when something gets picked up by the wheel. I even add them to the rear fender. Rivendell sells just the break away mounts since they usually come for the front fender only.
Mine bought three months ago have breakaways for both front and rear.
