If it is an 80's bike, the alignment of the brake shoes and the dropouts will fit the old fashioned 27 inch wheels.
I don't know how easy it is to buy a pair of these new these days. If you end up shopping for used 27 inch wheels, you may as well shop for a used bike.

$150 - $200 should get you a comparable bicycle. If you want to upgrade it, take it to a local bike store for a $50 tune up
