I think you are on the right track. TDF racers stay away from carbon bars and stay with aluminum.
That looks like a really bad design. Add to that it's an early design, and that it probably had a whole lot of miles put on it. Stuff breaks, especially badly designed old stuff that handles a lot of stresses.
