i think it is something to do with the rate at which the solvent evaporates. i noticed the messiness only recently after the cold snap came across the country. before, in the summer, it was almost like a cleaning fluid and i wondered if it left enough oil on the chain to lubricate it enough.
It will just really need to be in the innards of the chain. A clean lube is one that doesn't leave a lot of residue on the links and rollers. It should be applied, let sit for a couple hours or so, then wiped off of the chain.
