I believe the ones marked "Cycle company of America" were all Chinese/Taiwan built and yes the headbadge and other markings are quite misleading.
Those are from the mid-80s when Raleigh licensed their name to Huffy who imported bikes from Taiwan, Japan, and the high end frames I think still came from Nottingham.
