These distracted drivers might be slower, but their not safer than when they were going faster and paying more attention.
I always use cruise control even on 25mph posted streets and it doesn't take away from my attention at all. It lets me lock into the speed limit (or speed lower is needed) and focus on the situation vs. my specific speed. I'd say it help improve my situational awareness.
