The maximum braking rate on a bicycle is limited by weight distribution. Exceeding this rate results in lifting the rear wheel and/or throwing the rider over the handlebars. The first inkling that this limit is approached is having the rear wheel lock/skid.

If you are already at this limit, adding more braking power will not stop the bike faster. You should change your riding style to avoid the necessity of approaching this limit.
