I had some unlabeled Tektros on my previous road bike. Worked like crap with stock pads, worked great with KS pads. Got some 105 calipers on my new bike and can't tell the difference because I put in the same kind of pads.

Pads first. They're what touch the wheels. If, instead, the metal part of the caliper is touching the rim, you've got bigger problems.
