Given your requirements: pack-ability, avoiding extra laundry, and 30-40 degree weather but not much rain/snow/tsunamis. I would recommend a light windbreaker, a sweater, and whatever you are currently wearing. The wool sweater absorbs sweat and doesn't absorb smell so although I have a t-shirt go into the laundry every day my sweaters will last more than a week. The benefit of this combo is that both the sweater and the light windbreaker pack down to nothing and can be stored in a messenger bag. Of course if you have pannier bags or saddlebags you can go crazy with layers and stuff, but the weight still adds up...
