This + rain boots. I pull the rain pants over the rain boots and I don't get wet at all no matter what.
If you really want waterproof it will be hard enough to get stylish let alone breathable
On the other hand I find that my rain pants aren't too bad, even though the fabric isn't breathable because they have slits on the side that act as vents, but there's enough overlap in the fabric that no water gets in.
