Vintage Clinchers under high pressure

Riding tubulars in the rain doesn't seem to work much - both my daughter and I notice we get flats from wet glass on rainy days.

I'd like to build up a set of clinchers for rainy days. I'm confused/unknowledgeable about what you can do with high pressure tires on old rims and when that changed.

Any guidance? I'd like at least 100 pounds on my wheels. I assume regular old vintage clinchers from 1972 can't do that...I used to blow tires off those rims all the time before I changed to sewups.
