I guess if you're worried about brake failure, that would give you a backup, or for a tandem or cargo bike that is carrying a lot more weight. Practically, what would probably happen is that whichever pads engaged a fraction of a mm first would end up doing almost all the stopping. It would be difficult to get them adjusted and keep them adjusted as they wear such that both systems exert equal stopping forces.
