I used Reflexite V82, which is very high-performance prismatic tape. Comparing even the silver Scotchlite to Reflexite V82 is... well, 1000 words on the subject:
The dimmer patches of tape on the rims are silver Scotchlite, the rest is V82. I seem to recall that the black Scotchlite is at least an order of magnitude less reflective than the silver.

These are cool, but I'm a bit scared of putting real tape all over my bike, so I use a temporary product that is also extremely reflective.

IMHO, it's also really important to combine reflective surfaces with active lighting and high-vis colors that are visible in the day (black tape doesn't quite have that quality).
