Large plate style rear brake bridge is typical of entry level models. No holes for headbadge indicates decal badge and is also typical for entry level. Collar clamp for post is typical of 1960s or earlier. Appears to have single, downtube shifter boss. These do go back to at least early 1950s. It is reminescent of Italian bicycles but to tell for sure he should remove and check the bottom bracket cup size. At some point, somebody has interchanged the fixed and adjustable cups, so it's obviously not English threaded. I'd like to see photos of any components and the shifter boss.
