I stop most of the time, the exceptions are 6am saturday rides when there isn'ta car to be seen or when the driver at the cross road stop sign explicitly beckons for me to go ahead of them. It isn't worth taking a chance IMO, forget the legal aspect of it. I'm never in that much of a hurry and can't really see any reason not to stop.
