I'm going to respectfully disagree. Cold-setting is really just an accident waiting to happen in this situation. 2mm on either side is not hard to spread and there is no chance of messing up your frame's alignment.

Cold-setting might be appropriate in any other situation, but this is the smallest jump between wheel sizes you can make. No need to cold-set.
