I am not aware of ANY existing paint codes or formulations for Raleigh paint. I have taken a bike part into my local auto paint supplier and had them mix up a batch for me, IIRC I had to buy a quart, that is enough to paint 3 bikes with some left over. I have seen NOS Raleigh touch up paint in little glass jars, but after 35+ years I doubt it would be much good. I have gotten lucky with cheap nail polish from the dollar store and been able to use it for touch up paint.
