If you want wheelsets period to the bike and good quality, you can start with ones with Rigida 1320 narrow clincher rims. Best value for the buck back then and had been very popular even to the present with classic bike owners.....if you can find them...but you can't go wrong with them if you do. Ambrosio Elite rimmed wheels are also nice, specially in black hard anodizing. Many choices of hubs, but if you want to stay with French, Maillard 700 hubs Or Helicomatics (sealed bearing version) would be as good as what will match nicely with a modded up PH10, if you are willing to spend a bit of money for them.
As for the tape and cable housing. I find whilte padded vinyl tape to lok very nice on these 80's bikes. also, if the bike came with the period clear brake cable housing where you can see the metal coiled "spring" inside, I would not change those if they are still in good condition as they look great and they are now hard to find.
Been looking for some for my second bike for a year and a half now and I have not been able to find a source for it yet!
Good luck with your PH10 project. I had a PH 10 in the 80's too and I found it to give a very responsive ride and perfect for modding up to racier specs. Still one of the best bikes I've owned/ridden despite it's humble position in the Peugeot model heirarchy.
