OK and the lack of BL can decrease ridership and can still kill cyclists.
BL in of themselves do not kill cyclists... riding on the far right may cause a cyclist to be in a location where they are overlooked by a motorist... but cyclists can and do ride to the far right whether BL exist or not.
No where has anyone shown that a bike lane has directly killed a cyclist.
