edit: I should say, the teeth on the tool seem to be too fat for the splines. Both are 12 splined.
An FR-1 has worked on every shimano freewheel I have stuck it in. Ya sure you aren't dealing with an HG cassette that takes a different but similar looking tool?......But you are correct...An fr-1 is too fat splined for a HG cassette lockring.
