Just open a dispute with paypal and tell them it is not as described and you are returning it.
Give paypal the tracking number and when he signs for the package they will refund everything.
If he refuses to sign then they will still refund your money.
But they won't return your money until you proved the item has been sent and received ( tracking number )
They obviously won't refund you before you send it back because you might not send it.
But open a dispute now and send it back and your money will be returned.
