Depends. Around here that's a perfectly legal left turn lane position. Whether it's wise or not, that's another story.

This. I had never heard of bent arm traffic signals (except the one we all know, with bent arm AND an extended finger) until I read about it here. Nobody should expect those to be somehow universal.
