I have been very happy with my Gore Phantom jacket. It's more than you want to spend but I got mine on sale for $125 but that won't help you if you need it yesterday.

Anyway, I use it with a base layer, slightly warm long sleeve jersey and then the jacket and that gets me into the mid 20s comfortably but for me the jacket is just a tad tight with 3 layers - especially in the upper arm area. If I wanted to go colder I'd need a heavier base layer (the one I use is very minimal) and the combination might be too tight.

In any case, find a wind/waterproof jacket you like that fits well over layers but not too loose and you'll be good to go. It's mostly base layers that make the difference. I've gone snowshoeing in single digits with lots of wind with just 3 layers and the third is just a very light wind and waterproof jacket - granted with a warm base layer and a fleece jacket. I'll get cool if stopped too long.
