I wear three layers for 30s and below. The first is a cold gear under armour base layer, then a long sleeve jersey, and finally a Capo thermal jacket. This combo works into the teens with no problem.
My coldest ride so far has been 28º. I layered, all with pretty cheap stuff, Ended up too warm about mid-ride, and had to open the wind jacket a bit. I feel fairly sure that what I was wearing would have done fine down to 20º. It was, in order of next-to-skin first:
--a Rocky brand poly shirt (hunting section of Wal-Mart, $16)
--a long sleeve poly shirt from Wal-Mart (not as close-fitting as the above, was around $10 last year)
--a cheap thermal jacket from Nashbar (don't remember what it cost, but it wasn't much)
--a wind jacket from Nashbar (I think the "Essential" jacket, $30)
If I had chosen to wear a long sleeve jersey instead of the 2nd shirt above, it would be plenty warm down to 15º, if not even for colder temps.
