I'm shorter than you are and ride a compact small. I wouldn't even mess with 650c wheels. Since you say you'd like Ti, have you tried the Litespeed Teramo (sm) [the MSRP is in your price range]? My steel bike is a Medici 49cm, traditional. Current ride is a Litespeed compact sm. Both with 110mm stems and 700c wheels. I think you'd fit nicely on many compact smalls, saddle positioned aftwards, 100+ stem. Best.
