I've never seen a Quick without rack mounts...I think you're going to be fine. That will be a nice bike too but I agree with another comment that you made about missing the disc brakes that are on the CX. The frame you're getting won't allow you to add discs in the future either but the Techno V-Brakes on my Q5 work well. I have Avid 7's on my Catrike recumbant and they are scary good.

For water proofness I am a big believer in Rubbermaid and shock cords...who cares what it looks like if it works. For larger loads than a bag on my rack I also have a Burley Nomad trailer and with that I can even take the kitchen sink along with me. I do use Rubbermaid boxes in that.
