Stella was a French brand made famous by Louison Bobet who won the TdF for them. They made a full range and this is definitely an entry level model (i.e, stamped dropouts, cottered crankset, steel rims, etc.), Appers to have a Simplex piston type front derailleur so I suspect it's 1970s with a replacement resar derailleur and shifters.
