88 Voyaguer - Question on Front Fork and Plates attached to Front Hubs

Received the 21” 1988 Schwinn Voyageur purchased on EBay and enclosed 2 pictures which I have 2 questions. I figure the Voyageur owners probably had the same questions and have solved them. I am having trouble uploading the pictures. Will send pictures later:

Question 1 is about the Fork
Picture #1 shows one of the 2 small, threaded holes on the wheel side of the fork. The Phillips head screw is partially threaded into 1 of the 2 holes to indicate the hole. The hole is approx 35 mm above the drop out and above the lower weep hole. What are these holes for?? They are on the inside of the fork!!.

Question 2 is about the Front Wheel/Hub Attachemnt:
Picture #2 shows the front wheel with the Malliard hub and a stamped plate attached to the axle inside an adjusting nut. There is a matching plate on the other side. What are these and what is their purpose??? If I remove them, then do I need to add a washer to compensate?
