Help me to understand some part choices.

Hi, I'm working through a LBS and I'm about to have a bicycle custom built.

I want to use an internal hub. I'm thinking a SA 5 speed hub. I want simple bolt on wheels and a simple steel frame. I need strong wheels - I'm 250ish. I want 28 tires. The purpose of this bike will be frequent 40 mile rides - and when summer approaches a 400-500 mile tour. I would like treking bars.

I want a freewheel, I've tried fixed and enjoy it, this bike will be for distance. Basically, I want a simple bullet proof bike. I'm wanting to run a 44 single in the front, btw - just the 5 speed in the back. On my single speed I'm most comfortable with a 46 front and a 20 back (lots of hills here). So I would like a range about 2 below this and 2 above this if I'm making sense.
