I've got a $2.50 vinyl Coleman poncho from Big Lots that's served me pretty well for a several months now. For $2.50, it's hard to beat. A waist strap, like on the Made in Oregon capes, would be nice to keep my tail from blowing around in the wind, but I'm happy with what I've got for now at that price.

I have used this same system for a year now. It folds up small enough to fit in the side pockets of my pannier when not in use and if it gets lost or rips beyond repair, I'm only out a few dollars. If your not 100% sure about a cape you might want to try this idea first that way you will not be out much money. Just make sure the poncho is large enough as some seem to be a little smaller than others. You can always modify this to meet your needs, I added reflective tape to mine since it is required by law here now to have a reflective "vest" at night now.
