I think it discourages people. 30 minutes a day sounds like nothing. It's a small commitment and maybe a few will try it. "It's not that hard to get in shape," they'll think. 90 minutes a day sounds like a lot (not saying it is, but it sounds like it to most people, just like riding 5 miles isn't much but normal people think it's amazing). People will just automatically reject that. "I don't have the time" or "That's just too hard," they'll say.
I think they should send out the message that something is better than nothing. Encourage people to get the most exercise they can. I mean, it only takes a little bit to get hooked, right?
