Yes, cleaning brake surfaces with denatured or Isopropyl Alcohol (or IpA) works well. It doesn't care if it's a brake track for rim brakes or a rotor.

However, after cleaning rotors, the brake pads will need to bed-back in before they reach full stopping power again. The softer rim brake block compounds don't need bedding-in, per se, so long as they aren't touched beyond a little cleaning to pick crud out of the gaps and to remove metal or grit from the pad with a sharp awl point.
