Which wall are you talking about? One is clearly a retaining wall. The other might just be a barrier to stop cars from smashing in to the retaining wall
The street view is what it looked like before construction. Now they are building another (smaller) wall just above the big wall along the road. I can't figure out if it is primarily related to drainage, or if it is intended to keep people from running off the path and crashing onto the road.
