I had the same problem- nice frame, missing FD tab. My solution was to use a 34.9 clamp FD with a 31.8 adaptor. I removed the parts of the adaptor that sat over the Rivnuts so they wouldn't get smooshed. Works great. FYI, all early ST Cannondale frames used a clamp on FD, as did many (if not most) of the mid-late 90's SR frames. Don't think there's any difference between a clamp-on adaptor (to which you can bolt a braze on FD) and a clamp-on FD.
