What about the tension in the cable? is that just because the brake/shift lever was shoved around you think?

It may be repairable. I once ran over a thick piece of wire (like a shirt hanger, but thicker) that got caught in my RD and it bent the cage all to hell. The shop was able to straighten the cage a bit, but it was never perfectly straight and I ended up just replacing it. The slack cable may be caused by the bent RD or the shifter being knocked out of place. Or a combination of both.
