Can you post a photo showing the whole frame and forks? My first thought is that the frame might be a Carlton Corsa from that era, which would mean it is built from Tru Wel 205 and not 531. Any idea if the forks are original to the frame? If so, it might just be an early Carlton Criterium - the metallic brown with silver bands and head tube was a more popular colour scheme but they did sell some in the team colours of blue and white.
