I think that distributor's blurb was from before the 3Vs came out. Masi as a US company dates back to the early '70s when Faliero Masi brought a crew from Italy. His son Alberto continued to build and sell frames in Italy.
Yes, the top tube guides were added before the re-paint. I was trying to contain myself as the previous owner told me how she did not like the pretentious chrome and decals, and could not stand the chrome cable guides, so had it painted all black. She also had her current ride, a titanium Serrota repainted all black.

The serial reads "MC58 408", so it's definitely a 1974, the second year of production in California.
