No it isn't. While the benefits of an aero frame in a road race are probably small, they are real. Carbon is simply better suited to manipulation.
Of course, most pros could also do just fine on a high end Ti bike, so the gains are slim, but hey, very marginal improvements are what drives the road bike industry.
I'm unsure where you get your information, but get your face out of the snowbank and realize that titanium can be shaped in many ways. Kent Eriksen has been developing and machining his own tooling for years to shape the tubes on his bikes.
When my uncle machined for Kent at the original MOOTS factory, they received two free frames every year. The best race bike I've ever ridden is my uncle's Vamoots SL, with an ovalized to round TT, hexagonal to ovalized chainstays, etc.
