The fork is poorly wrapped with non-adhesive duct tape to prevent scratches. The fork is from my 94 Specialized Allez and the color didn't match well and I didn't want to paint it or get it scratched up since it may eventually go back on the Allez.
As for the dummy hoods; I actually use the right hand drop lever. Both it and the cross lever are routed to the front brake.
