Yep, steel frame, horizontal dropouts.

Also, it already has 27" wheels on it; 27x1 (not 1 1/4"). I'm going with a pair of 1 1/4" so I can save the original wheels.

So, all in all, I'd say this project seems feasible...as long as I can handle the wheel building business.
