How about a 3 speed , maybe upgrade the hub to an 8 speed , current dual pivot sidepulls are better
than they were in the 60's. drum brakes better .. but Shimano doesn't have any.
Sram has a 5 speed drum combo ..

650a wheels .. 26 x 1&3/8" sturdy, roll well, less likely to be theft attractive..
