I can only go by reputation. I have communicated with Tom Kellogg via email (was considering getting a frame from him but couldn't afford it in the end) and he was VERY receptive to my needs and invited me to visit the shop. He is probably more "famous" than Bilenky so he may have a longer backlog.
But I don't think you would go wrong with either.
