My brother left his repair stand with me so I could fix some bikes easier, but I am having trouble with his repair stand. The part of the stand that clamps onto the bike does not want to rotate easily. Most of the time it does not rotate at all. It's a pain when you want to switch from top tube clamping to seat tube clamping. Anyone run into this situation? The stand is a Park Tool PCS-9
