The stand holds rotation by drawing two cones into each other. Remove the screwed lever at back, slide the entire jaw out, and check the conditions of the cones, on the jaw and the stand and the liner between them. If all look OK, it probably needs a bit of grease. I use Vasoline since it tends to be non reactive with plastics.
