This question has been raised in this forum a few times over the years. Always an "interesting" discussion. My answer is no to all. But, I like what Runningpirate said. It would almost be worth twenty bucks a year to make "them" shut up.
The idea of making cyclists have licenses and/or registrations was tossed around the Massachusetts legislature back in the early 70s, during the height of the "ten speed boom". As more adults started riding bikes back then, our elected officials took notice. Luckily, the idea never made it beyond the talking stages.
