Road tax is already paid for when you pay sales tax/shipping handling charges as that includes overall markup for gas which includes everybody's road tax. Insurance would probably cost in the 1-5 dollar/month range, but the bigger problem is that this would open people up for entirely too many lawsuits. Legally, when an insurance company is involved, so is the court system.
Also, registration is never simply a matter of a tag or sticker. Now that we're registered, we need to be able to renew, and transfer...and of course transfers will be subject to sales taxes and fees...and of course systems to track and assist administrators. IMO, I'd much rather deal with the occasional moron on the road than a bureaucracy.
