Move entire brake assembly forward (front callipers)

So I have a rather strange problem with my bike (Old Sunn road bike frame, front forks look to be by 'cycledelic'):

I cannot install cartridge brakes on my front callipers (Shimano RSX) as the front forks are too thin and block the cartridge -> wedging the brakes permanently on. I am (trying) to install the cartridges correctly and the problem is not cause by tension on the brake mechanism (its thoroughly loosened before instillation). For now I have to use the cheaper one piece pads, but I would like to install quality brakes if I can..

I was wondering if its possible to move the entire brake assembly forward a little bit. Is this possible and will it be asking for trouble?
