It's a Truvativ Touro. I had one on my Mercier. It's not a true track crank in the sense that the ring and cog are likely 3/32". It's probably 48 x 16, and may or may not have correct chainline (Mine actually did).

True, there is no place for a front-mounted ring, but what I mean is that there should be. They could have designed that crank to fit a different (shorter) BB spindle and made it work with the ring on the outside at no extra cost to themselves or the customer. I assume that it's designed that way to keep the crankarms and spider "legs" away from the chainstays on a variety of inexpensive frames (like mine), some of which were probably not designed with low-Q track componentry in mind. Nonetheless, it's an aesthetic flaw, deliberate or not- what Sheldon Brown calls a "kludge", IMO, and it's the main reason I decided to use a Miche Primato crank/ring/BB. Now I gotta get an EAI cog and a 1/8" chain.
