Carbon clinchers are a LOT more difficult to make. The costs are because of this.
Up until a few years ago there were only a handful of factories that could pull it off. Now there are a lot more but they are still more expensive. It might also have to do with the lower volume of carbon clinchers manufactured and sold vs tubulars.
FWIW, I'm riding on a set of 38mm clinchers that are solid. My wheels set is just under 1500g so I am pretty pleased with them.
