I had a KHS 100 which I think is the same frame as the Kilo. Yes, they're good frames. Personally, I'd buy it complete and upgrade as stuff wears out.

Check out IRO frames too. I don't hear much about them anymore but a friend has put thousands of miles on his. He bought the frame and built it with nice components.
